Where possible, data sets have been analysed and presented against the new geographies through which children's services are shaped and delivered in Cornwall: Service Delivery Areas (3); Children's Schools and Families Localities (8) and Community Network Areas (19).

It is important to recognise that a needs assessment cannot be prescriptive about what must be done: instead, it is the starting point to inform the decision of specialists within an area. It is ultimately the responsibility of the specialists to decide upon priorities and actions, the needs assessment will not do this.  The findings of this needs assessment should be considered and validated by stakeholders before being translated into plans for service development.
