Integrated Children's Services Framework Toolkit

Welcome to the Integrated Children's Service Framework Toolkit. The Framework has been developed for use by professionals and parents/carers and children/young people. It is designed as a vehicle, to, amongst other things, provide a common language for professionals, and for families, to identify and respond to the need of children/young people.

The Framework is seen as an exciting and forward thinking approach to the development of a consistent referral, assessment and planning framework for children/young people at all levels of need, and as a means therefore of ensuring clarity, coherence and transparency of thresholds for children/young people and families about their access to support and help when needed across the whole of Cornwall.

The Framework identifies the different levels of needs and determines levels of intervention, and focuses on the idea of early identification of needs and preventative support as demonstrated on the windscreen of need. It also reflects the changes to the structure of Children's Services that are occurring across Cornwall and emphasises the implementation of integrated approaches to assessment, planning and service delivery.
