The Cornwall Children & Young People's Plan is revised on an annual basis, and the 2010 revision is available to download below. It it important to note that the 2008-11 Plan is still relevant, and the revision should be read in conjunction with the three year plan. The Trust used the results of consultation with children, young people, parents, carers and practitioners, as well as the Kernow Matters Needs Assessment and their own experience and expertise to set the eight strategic priorities for the Children & Young People's Plan 2008-11:
| Strategic Priority One | Make information, support and opportunities available and accessible to children and young people in Cornwall through listening to and acting on their voices. |
| Strategic Priority Two | Contribute to the development of sustainable communities for children, young people and their families. |
| Strategic Priority Three | Improve aspiration, learning, enjoyment and achievement for children, young people and families and their communities. |
| Strategic Priority Four | Promote and improve the health and wellbeing of children, young people and families in Cornwall and reduce inequalities in health. |
| Strategic Priority Five | Ensure children and young people are protected from harm and neglect and grow up being able to look after themselves. |
| Strategic Priority Six | Improve the experience of children in care and their life chances. |
| Strategic Priority Seven | Breaking the cycle of poverty and its impact on children and young people and their families. |
| Improve the experience, outcomes and equality of opportunity for disabled children and young people and those with life-limiting / life-threatening conditions and their families. | |
| Transformation | The aim of the transformation programme is to develop an effective Children's Trust in Cornwall. |

The Children and Young People's Plan (CYP Plan) is an important part of the reforms supported by the Children Act 2004. Local areas have to produce a single, overarching plan for all services affecting children and young people. The CYP Plan is a key part of Every Child Matters: Change for Children, supporting services in working better together and securing improved outcomes for children and young people.
