Workforce Reform
To ensure that children and young people in Cornwall achieve the
five Every Child Matters outcomes, it is vital to have a children's
workforce that is skilled, well-led and supported by effective,
shared systems and processes. People in different parts of the
workforce need to be able to work well together across
institutional and professional boundaries, focused around the needs
of the child and young person.
The Children's Trust is working with partners "to identify good
practice, with a view to developing guidance and toolkits to
support new ways of working locally as part of the Every Child
Matters: Change for Children programme. Such integrated
working will take a variety of forms depending on the needs of
children, young people and families locally - from virtual teams
brought together around the needs of particular children through to
fully co-located multi-agency teams made up of professionals from
different disciplines and organisations."

The Trust provides the strategic overview and
governance for the workforce reform agenda. This links
directly to the workforce reform strategies of the Children's
Services Authority and the other public sector agencies with a
'duty to co-operate' and to deliver the Every Child Matters Agenda,
Youth Matters and Childcare and Early Years strategies.
The Trust's workforce
strategy is embedded in the Children and Young
People's Plan. This puts in place a series of measures
designed to drive forward the development of an exemplar local
children's workforce that can achieve the best possible outcomes
for Cornwall's children and young people and their communities.
Children's Trust Workforce Strategy Group
The Children's Trust Board approved a proposed change in the
structure of the Workforce Reform Steering Group in July
2010. The Steering Group was replaced by the Children's Trust
Workforce Strategy Group which will be responsible for taking the
strategic lead in all aspects of the children's workforce reform
agenda across Cornwall.

Group
The strategy group will also be supported by a new Children's
Trust Workforce Implementation Group, which will be responsible for
translating strategic priorities into action to achieve required
outcomes.

Children's Trust Provider Forum
The Provider Forum will promote collaboration and co-operation
across the sector and will help the Workforce Strategy Group and
Workforce Implementation Group deliver against training and
learning needs.
